New Map: Weather Mod

Ok, this map is making a gloomy feeling all nice and good, but the constant rain is not really encouraging people to "catch" Rain water (AKA, Dirty Water). SO, I think we should use a different city map, but have it not raining by default, and use weathermod to make it rain, storm, night, day, etc. 
If this happens, I'm bound to see more people trying to catch rain water and thus, making more of an RP sense.

I've already tried to implement weather awhile back in about, V1.1 I think, it doesn't work. Sorry.
